northwest associated consultants, inc. <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Steve Grittman <br />DATE: 10 February.1988 <br />RE: Fina Convenience Food /Gas - C.U.P. <br />FILE N0: 758.09 - 88.04 <br />BACKGROUND <br />Fina Serve, Incorporated has filed for a Conditional Use Permit to redevelop <br />their existing fuel station site at 2240 Rice Street. The request is to <br />remove the existing building and replace it with a new structure suited for <br />gasoline and convenience grocery sales, and an accessory car wash structure <br />on the same site. <br />ANALYSIS <br />Convenience Gas and Grocery and Car Washes are conditional uses in the B -3 <br />District. There are several items listed in the Zoning Ordinance with which <br />such requests must comply in order to qualify for consideration. These are <br />attached to this report as exhibits. <br />The site plan proposes several improvements over the existing layout. Previously, <br />this includes an improved parking area with the required number of spaces for <br />retail uses. In this case the supply equals 11 spaces for the. Convenience <br />Center and 2 spaces which will serve the car wash customers. 'In addition, there <br />is room for four stacking spaces for the car wash. <br />One of the principal improvements relates to access to the site. The. two Rice <br />Street driveways are being eliminated and replaced by a single driveway, 107 <br />feet north of the property line at Viking Drive. The applicant has requested <br />35 foot wide driveways to accommodate fuel delivery.
