In addition, we strongly <br />recommend additional measures to accomplish a total screen. <br />The only R -1 lot which has direct visual access to much of <br />the parking area is the first lot which is in commercial <br />use. <br />One issue in regard to the subdivision itself regards the <br />location of the employee parking in relation to the proposed <br />lot line. We would recommend a relocation of that lot line <br />to include the parking on the same parcel with the principal <br />building. <br />Other Issues <br />The subdivision would eliminate Rice Street access to the <br />easterly portion of the Steneroden parcel. The developer is <br />planning to include this parcel with the remainder of the <br />PUD land, as well as other and he is attempting to acquire, <br />in a residential project oriented towards County Road C. <br />This project is only in the very preliminary stages at this <br />time. The developer has been notified that acquiring access <br />to the remainder of his land, and subsequently the <br />developabiIity of that land, is his responsibility. <br />SUMMARY AND RECOMMENDATIONS <br />As noted in the initial sections of this report, the <br />rezoning of the necessary and to B -3 is a policy issue. <br />The purpose of our discussion of this issue was to examine <br />the potential of buffering the new B -3 development from the <br />existing single family residential area. In summary, it is <br />our evaluation that such a buffering is in fact possible. <br />As such, the rezoning and the control of the PUD become <br />interrelated. <br />If the City chooses to proceed with the rezoning, we <br />recommend the following conditions be placed on the <br />subsequent CUP /Planned Unit Development. <br />o Approval of the subdivision lot combination with the <br />required parking located on the same parcel as noted in <br />this report. <br />o Denial of the side yard setback variance as stated in <br />this report. <br />o Completion and submission of utility, grading and <br />drainage plans for approval of the City Engineer. <br />o Intensification of landscaping improvements together <br />with appropriate security as required by the Zoning <br />Ordinance and this report. <br />o Completion of a development agreement covering the <br />Page 26 <br />
