MINUTES <br />PLANNING COMMISSION <br />JUNE 13, 2013 <br />Duray asked if Fischer understood that if approved as recommended by <br />City staff, he would not be allowed to lease outdoor storage space to non - <br />Little Canada businesses. Fischer stated that he understood. <br />Duray recommended approval of the following for 200 -208 Ryan Drive, <br />Mr. Russ Fischer, subject to compliance with the recommendations of the <br />Code Enforcement Officer as outlined in her May 15, 2013 report: <br />• Amendment of Conditional Use permit for outdoor Storage <br />(Accessory Use); <br />• Interim Use Permit for Off -Site Outdoor Storage; <br />• Conditional use Permit for Auto - Repair Major; <br />• Renewal of lapsed Conditional Use Permit for storage containers; <br />• Conditional Use Permit for proof -of- parking. <br />Motion seconded by Knudsen. <br />Motion carried 7 — 0. <br />COMPRE- The City Planner reviewed his report dated June 7, 2013 proposing an <br />HENSIVE Amendment to the Zoning Code relative to Comprehensive Sign Plans. <br />SIGN PLANS The Planner reported that a Conditional Use Permit is currently required <br />for Comprehensive Sign Plans for multi- tenant buildings. He noted that <br />these plans are required to meet the requirements of the Sign Code as well <br />as the City's Architectural Guidelines. Therefore, in order to streamline <br />the process, staff is proposing that applications for Comprehensive Sign <br />Plans that meet all Code requirements and Architectural Guidelines <br />require only administrative staff review. Knudsen asked if applications <br />that are outside these standards would come before the Commission and <br />Council. The Planner replied that that is correct. Applications that do not <br />meet standards would require a Variance action or some other planning <br />action that would require Commission and Council review. <br />Fischer pointed out that in some past applications there was concern <br />expressed by neighboring property owners that proposed pylon signage <br />obscured their signage. He noted that without the hearing process, <br />neighbors would not get heard. The City Planner indicated that from <br />staffs perspective if an application met all Code requirements, the City is <br />bound to approve regardless of a neighbor's objection. <br />Duray asked about cost. It was pointed out that a CUP application of this <br />nature requires a $750 deposit. Regardless of whether a CUP is required <br />or not, a Sign Permit would also be required. Therefore, eliminating the <br />CUP process substantially reduces the cost to the applicant. <br />-4- <br />
