Hanson <br />There are twelve properties in Little Canada that have not responded to numerous <br />attempts to replace or upgrade their water meters to the new fixed - network technology. <br />Staff has considered obtaining administrative warrants in order to perform the work, but <br />the City Attorney has offered another potential solution. The City of Shoreview's water <br />ordinance includes a provision for property owners who deny access to authorized City <br />employees. They can have a licensed plumber perform the work at the property owner's <br />expense. The plumber must submit documentation to the City proving that the work has <br />been completed to the City's standards. <br />The additional option of a plumber performing the work allows the City to add a <br />quarterly surcharge to accounts that do not make the necessary meter upgrades. Staff is <br />recommending that the surcharge equal the reading fee we charge residents who opted <br />out of the fixed - network program, which is currently $12 per quarter. The revised <br />ordinance is attached. <br />Staff will send one final letter to the twelve remaining residents explaining the ordinance <br />and their options. Those meters that have not been upgraded by the end of the third <br />quarter will start receiving a $12 surcharge on their quarterly utility bills. <br />Staff recommends approving the water ordinance revisions and the $12 quarterly <br />surcharge. <br />1 <br />
