His concern is that we not rush out <br />and change project delivery system formats without an under- <br />standing of virtues and perils related to that system.120 <br />He obviously raises an important point. Construction man- <br />agement is not a panacea! After reviewing the advantages, <br />we must now consider the potential disadvantages the use of <br />this system poses. <br />1. Public entities are generally unfamiliar with the <br />construction management process. This uncertainty creates <br />numerous questions regarding the process. A construction <br />management firm is many times forced into a situation where <br />it must first sell the concept before it can sell the servic- <br />es it provides. <br />Another related issue is that participants in the pro- <br />cess do not have a clear understanding of their own roles. <br />Zeloznicki states that the City of Glendale, Arizona ran <br />into some problems with construction management because city <br />staff had not clearly defined the roles of the <br />participants.
