MINUTES <br />PLANNING COMMISSION <br />JANUARY 12, 2006 <br />Jon Hall stated that he lives up the street from the Galba property, and felt <br />that the Galba house as well as the rink look terrific. He stated that he was <br />astounded, however, that Mr. Galba would construct the rink without <br />checking with the City to see if a building permit was necessary. Hall felt <br />that the fact that the sports court is already up should not influence how the <br />Commission votes on this issue. Hall noted that he puts a volleyball net in <br />his front yard, Galba put a sports court. Hall felt the issue was how far this <br />could go. Hall felt that landscaping the sports court was good. He did not <br />think there would be a problem with pucks flying out to Edgerton Street. <br />Hall agreed that the lighting should not shine into the street. <br />Galba reported that he is in the construction business, and he checked with <br />other inspectors that do not work for Little Canada, and was told that he <br />would not need a permit. Galba stated that if he had known, he would have <br />applied for a permit. <br />McGraw asked the size of the sports court. Galba replied that it is 45 feet <br />by 85 feet. McGraw stated that in hockey, the puck will do whatever you <br />think it will not do. McGraw also pointed out the children currently using <br />the rink will get older. His concern is that the pine trees that will be used <br />for screening will not grow high enough to provide any protection from <br />flying pucks. McGraw also pointed out that insurance was an issue that the <br />Galba's should be concerned with. <br />Knudsen asked about fencing the west end of the rink, and what would be <br />an appropriate height to provide protection from pucks flying out onto <br />Edgerton Street. Knudsen asked the height at Mariucci Arena. McGraw <br />replied that Mariucci has 14 feet over the boards. <br />McGraw asked how far the rink was from Edgerton Street. Galba replied <br />that it is 38 feet. <br />Hall noted thaC the plantings at the west end of the rink are pretty young, <br />and suggested that some more nature trees be added. Galba agreed and <br />stated that he would add 4 Co 6 foot high pine trees, something thicker than <br />what he has. Galba stated that he will get some landscaping people out to <br />the property to work up a landscape plan. Knudsen asked if Galba would <br />consider something higher than 4 to 6 foot vinyl fencing that he is <br />proposing at the west end of the hockey rink. Galba stated that he would go <br />as high as the City allowed him to. <br />Duray asked if the proposed text amendment would open this use up to any <br />residential property owner in the City.
