MINUTES <br />PLANNING COMMISSION <br />JANUARY 12, 2006 <br />when the Galba kids grew up, similar to a family a lot of vehicles because <br />they have Ceenagers at home. Cardinal felt thaC Galba did a nice job on the <br />sports court, and that he should be allowed to keep it. <br />Rheaume stated that if this were just a sports court with only a floor, he <br />could support it. However, he had an issue with the permanenC boards and <br />netting. Rheaume felt the question was where does one stop with what can <br />be done in the front yard. <br />Hall asked if Galba were willing to remove the boards in the spring. Galba <br />stated that he would keep the boards up and paint them to match his house. <br />He indicated that one of the activities he would like to use the rink for is <br />roller hockey. <br />Hall stated that he cannot imagine that property values will drop because of <br />this rink. Hall felt that the Galba house was outstanding, and it appears that <br />the Galba's do a quality job. Hall felt it was an improvement to have the <br />old house that previously existed on the property gone. <br />Barraclough stated that his issue was with governmenC geCting involved in <br />what people can do or cannot do. He pointed out that this is a huge front <br />yard area, and that not many other properties in the City have front yards <br />this large. Barraclough stated that he did not buy the concern about the use <br />of a front yard while allowing any use in the back yard since it cannot be <br />seen from the street. Barraclough stated that he has been a realtor in Che <br />Little Canada area for over 30 years, and he disagrees with the position Chat <br />property values will be negatively impacCed by this hockey rink. <br />Barraclough felt that the hockey rink shows a dedication to family and a <br />coming back to the simplicities of life. Barraclough stated that it is <br />discouraging that people have to provide these recreational opportunities in <br />their yards since Chey cannoC allow their children to go Co public facilities <br />without supervision. Barraclough stated that he did have some concern <br />about pucks being shot out onto Edgerton Street, as well as the long-term <br />appearance of the rink. <br />Galba stated that he used green-treated boards that will not rot. He also <br />pointed out that he will be landscaping and screening the sports court so thaC <br />it should not be visible from the street or his adjacent neighbors. Galba <br />stated that he will hire a professional landscaper to ensure that the <br />landscaping and screening are done right. <br />Knudsen asked about the garage issue. The City Planner indicated Chat the <br />Galba house has two attached garages totaling 1,490 square feet in size. <br />Galba received building permits for the new house and garages. However, <br />the Zoning Code requires a Conditional Use Permit for more than one <br />garage structure as well as garage space between 1,000 and 1,500 square <br />-8- <br />
