Although the proposed use is not unreasonable for the <br />property, the associated increase in stormwater runoff does present an unacceptable <br />impact to an already poor drainage system along Demont Avenue. <br />As you are well aware, flow capacities associated with the ditch system and driveway <br />culverts along Demont Avenue have for some time been considered inadequate for the <br />runoff from contributing properties. Developments on the northeast corner of Rice <br />Street and Demont avenue as well as home construction to the east over the past 10 <br />years has intensified flow rates causing damage to driveways, shoulder areas, and the <br />ditch bed itself. It also creates undersirable and potentially dangerous conditions as <br />stormwater flows breach the ditch section and inundate the roadway surface. The <br />latter often leaves sand /soil deposits on the roadway and creates icing conditions in <br />late fall /early spring. <br />In spite of the fact drainage improvements could readily be made in front of the <br />proposed lot and car wash property as part of the development, downstream drainage <br />problems would only worsen. Accordingly, we believe Ramsey County cannot responsibly <br />grant the necessary entrance permits for this developed site as proposed in their <br />submittal dated 8/30/84. <br />I have spoken with Tom Duray (Hoggsbreath owner), David J. Putman (P.E. for Merila <br />and Associates) and Don Carley (Engineer for the City) and explained our concerns. I <br />believe the only long term solution for proper drainage and further development in this <br />area is the study and development of a stormsewer system along Demont Avenue. <br />Unless some commitment is made to that end, development of the site will have to <br />Itt <br />
