Jy'1� <br />Alternative "1 ".' As in all of the design alternatives presented, access is <br />proposed from the south via South Owasso Boulevard. This design Involves a straight, <br />north -south connection to the east end of Woodlyn Avenue. While this scheme prevides <br />access to the currently landlocked parcels, it involves encroachment on the St. Paul <br />Waterworks property for right-of -way purposes (the road surface itself may be able to be <br />constructed to the west of the S.P.W. property). A second problem with this scheme is <br />that an unusable triangle of land is formed between the road and the Waterworks property <br />at the north erxl. <br />
