The <br />city has, however, used up its I.R.B. Entitlement Allocation. <br />The state has informed Brooklyn Park it cannot submit any <br />applications to the Competitive I.R.B. Pool until our Entitle- <br />ment Allocation bonds are issued. Issuance of our "Entitlement" <br />bonds will not be completed until December, 1984. <br />Kathleen Callahan, Deputy Commissioner, Department of Energy and <br />Economic Development, has informed Brooklyn Park that Little <br />Canada returned its "Entitlement" allocation to the state. As <br />a result, Little Canada can immediately submit I.R.B. funding <br />requests to the state's Competitive I.R.B. Pool. In addition, <br />we were also informed it is permissable for Little Canada to <br />submit applications in behalf of other cities. <br />If Little Canada is agreeable, Brooklyn Park would like to enter <br />into a Joint Powers Agreement. The "Agreement" would permit our <br />city to submit two I.R.B. applications via Little Canada into <br />the state's Competitive I.R.B. Pool. Brooklyn Park would, <br />naturally, pay for any legal or administrative expenses incurred <br />by Little Canada. <br />Our two projects are interested in starting construction this <br />fall before the frost sets in.
