5800 85th AVENUE NORTH / BROOKLYN PARK MN 55443 /812-425-4502
Honorable Mayor & City Council Members
c/o Joseph Chlebeck
City Clerk
City of Little Canada
515 Little Canada Road
Little Canada, MN 55117
Dear Mr. Chlebeck:
October 5, 1984
The City of Brooklyn Park is trying to retain an existing
business and help finance construction of a new business. The
city has, however, used up its I.R.B. Entitlement Allocation.
The state has informed Brooklyn Park it cannot submit any
applications to the Competitive I.R.B. Pool until our Entitle-
ment Allocation bonds are issued. Issuance of our "Entitlement"
bonds will not be completed until December, 1984.
Kathleen Callahan, Deputy Commissioner, Department of Energy and
Economic Development, has informed Brooklyn Park that Little
Canada returned its "Entitlement" allocation to the state. As
a result, Little Canada can immediately submit I.R.B. funding
requests to the state's Competitive I.R.B. Pool. In addition,
we were also informed it is permissable for Little Canada to
submit applications in behalf of other cities.
If Little Canada is agreeable, Brooklyn Park would like to enter
into a Joint Powers Agreement. The "Agreement" would permit our
city to submit two I.R.B. applications via Little Canada into
the state's Competitive I.R.B. Pool. Brooklyn Park would,
naturally, pay for any legal or administrative expenses incurred
by Little Canada.
Our two projects are interested in starting construction this
fall before the frost sets in. Your response, therefore, by
October 12 would be appreciated. Please contact me if I can
answer additional questions.
Sincerely,
1
4 R. M. Iienneborger
t y M:utagcr
is M1! mh
