June 17, 1984 <br />./Ray Hanson <br />Mike Fahey <br />Dennis Forsberg <br />Mugs Nardini <br />Bev Scalze <br />City of Little Canada -- Clerks Office <br />The "Neighbors of Sch].etty Woods" last appeared before this Council in <br />September of 1979. We were concerned about further platting in our <br />neighborhood. We received what we thought was a favorable hearing before <br />this Council. Resolution number 79 -9 -436, which we were led to believe <br />satisfied our requests, was adopted. We felt protected. <br />It has been five years since our initial concern. During these five <br />years no requests for further subdivision have appeared before the Plan- <br />ning Commission. We have not been called to any public hearings. Official <br />plat maps show Outlot A to be drainage easement, wetland, and shoreland. <br />Considering all this, we have not felt the need to attend every Council <br />meeting or roam these marshes to insure that the resolutions of this <br />Council were being observed. We continued building homes with picture windows <br />facing the wooded outlot and groomed our yards to follow the natural flow <br />of rainwater onto the drainage easement_. <br />Recent observations have made us feel less secure about promises made. <br />We now see "For Sale" signs on land that is clearly not platted as lots. <br />Potential home contractors intend to fill areas platted as Outlot A. <br />These "home sites" are now standing water and cattails. We see truckload <br />after truckload of fill being dumped on our drainage system at the south <br />of our addition. A road easement has been proposed for the south end <br />of our dead end street; an area that is swamp - unless it, too, is to he <br />filled. Prospective buyers of surveyed tracts of Outlot A are being <br />told that it is a mere formality to have these tracts recorded as lots <br />and obtain building permits. <br />Upon reading the ordinances of this city, it is obvious that the process <br />of subdividing land, especially wetland and shoreland is both complex <br />and open to public scrutiny. Whether the division is done through <br />Preliminary Platting or. Registered Land Survey, it involves the Planning <br />Commission, Public Hearings, Impact Plans, and evaluation by the DNR. <br />This applies to divisions involving residential lots or road easements. <br />Also, any approval of divisions not permanently recorded is null and <br />void after a specified time. <br />In order to again feel secur.r in our neighborhood, we ask this Councf <br />to insist that the City of Little Canada follow its own ordinances, <br />guidelines, and resolutions pertaining to divisions of property and <br />alterations of special lands. <br />0 4. <br />
