NORTHWEST ASSOCIATED CONSULTANTS INC. <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />Little Canada Mayor and City Council <br />FROM: James Vick <br />DATE: 3 July 1984 <br />RE: Cecka - Subdivision Request <br />FILE NO: 758.09 - 84.30 <br />BACKGROUND <br />Mr. Janes Cecka has submitted a preliminary plat for property located south <br />of County Road D approximately midway betwen Payne Avenue and Greenbriar <br />Street. In 1982, the northern portion of this land was platted as Sylvan <br />Estates. The current subdivision up for review will divide the remaining <br />portion of the land not platted with Sylvan Estates. <br />The property in question is included in the Allen Avenue Area Plan. Because <br />of the peculiar configuration of long narrow lots, this area was studied <br />as a whole to achieve the best possible platting and traffic flow. In <br />1981, the Allen Avenue Plan was adopted as part of the Comprehensive Plan. <br />In addition to evaluating the proposed plat for compliance with the Little <br />Canada Zoning and Subdivision Ordinances, the plat should be reviewed for <br />consistency with the Allen Avenue Area Plan. <br />ISSUES AND ANALYSIS <br />Exhibit B, attached, shows the plat proposed by the applicant. The follow- <br />ing issues should be considered prior to plat approval: <br />A. Zoning Ordinance. The property is zoned R -1, Single Family Residential. <br />Twenty -two of the twenty -six proposed lots meet or exceed the lot area <br />and width requirements contained in Section 905.050 of the Ordinance. <br />The four lots in question are at the corner of Thunder Bay Road and <br />Allen Avenue. The lot area for a corner lot in the R -1 district is <br />11,000 square feet. From data given on the preliminary plat, these <br />lots are slightly below that figure. <br />B. Allen Avenue Plan. Exhibit C shows the plan which was adopted for the <br />area in question in 1981.
