As mentioned above, the four lots at the intersection of <br />Allen Avenue and Thunder Bay Road should be adjusted to increase <br />their lot area to 11,000 square feet. Should the Park Commission <br />choose land for park dedication, the lots in Block 2 will need <br />to be adjusted to meet lot area requirements. <br />3. Streets. The proposed plat is not very specific in regard to <br />the construction of Allen Avenue. It will be necessary for <br />Allen Avenue to be completed through to either Payne or <br />Greenbriar. If a temporary cul -de -sac is required on one end <br />of Allen Avenue, it must be constructed to City Code. (Gravel <br />dumped outside the curb as was done in Sylvan Estates is not <br />an acceptable cul -de -sac.) <br />The Allen Avenue Area Plan includes an east -west road north of <br />Lot 1, Block 1, linking Thunder Bay Road with a future road to <br />the west. While construction of this road need not take place <br />now, an easement should be provided. Subsequently, Lot 1, Block 1 <br />will be considered a corner lot and should be increased to 11,000 <br />square feet. <br />The City Council may want to consider extending Thunder Bay Road <br />further south. The road is proposed at approximately 390 feet <br />and cul -de -sacs are allowed up to 500 feet in length. This <br />extension would provide access to land between LaBore Road and <br />the proposed plat which would otherwise be land- locked. <br />4. Utilities. Locations of proposed sewer lines and water mains <br />should be included and subject to review of the City Engineer. <br />In addition, utility easements should be designated along the <br />perimeter of all lots. <br />RECOMMENDATION <br />The proposed plat is consistent with desires for residential development <br />in this area of the City. The design, with a few minor changes, is an <br />acceptable alternative to the Allen Avenue Area Plan. We recommend <br />approval of the preliminary plat subject to the following conditions: <br />1. The subdivision is given an appropriate name. <br />2. Corner lots are designed to increase lot area to 11,000 square feet. <br />3. Park Commission recommendations for park land dedication. <br />4. Interior lots are adjusted appropriately for the above changes. <br />• d7 <br />
