Locke, Code Enforcement Officer <br />bYom/% <br />SUBJECT: Blacktop on roads before issuing permits. <br />Upon checking with the cities around Little Canada to see if <br />other cities require blacktop on roads before issuing any <br />building permits, I found out the following: <br />1. White Bear Lake - road does not need to be blacktopped, <br />but must be accessible for emergency vehicles. <br />2. Lake Elmo - requires road to be blacktopped. <br />3. New Brighton - must have road base down, road must <br />sit one winter before blacktopped. <br />4. Oakdale - requires road to be blacktopped, but council <br />does okay the issuing of building permits before the <br />road is blacktopped in some cases. <br />5. Roseville - not required to be a blacktopped road. <br />6.
