MINUTES
PLANNING COMMISSION
JUNE 13, 2013
Knudsen recommended approval of the Amendment to the Zoning Code
relative to Comprehensive Sign Plans as proposed by the City Planner in
his report dated June 7, 2013.
Motion seconded by Maleitzke.
Motion carried 7 — 0.
CUL -DE -SAC The City Planner reported that the City has had some discussion relative
LENGTH to maximum length of cul -de -sacs over the last several years. Initially
there was a 500 foot limitation on the length of a cul -de -sac. In
considering the remaining land left to develop in the City, the Council had
enacted a provision that allowed the Council to approve a longer cul -de-
sac length, without need for a variance, where additional natural resources
would be preserved without negatively impacting public safety. The
Planner reported that the concern is that this language is overly limiting.
Therefore, City staff is proposing an amendment which states "The City
reserves the right to require, without the need for a variance, longer cul-
de -sac length where additional natural resources, public utilities, or other
objectives of the City's Comprehensive Plan and land use objectives, as
determined by the City Council, will be preserved or accomplished
without negatively impacting public safety. The Planner pointed out that
it is at the Planning Commission's and Council's discretion whether or not
a longer cul -de -sac is approved.
Knudsen noted that this language retains the 500 foot maximum cul -de -sac
length as the City's standard. The Planner replied that that is correct, but
the new language expands the City's discretionary authority and allows
the City to approve a longer cul -de -sac where it believes warranted. The
Planner noted that a longer cul -de -sac length cannot be requested by a
developer solely to increase lot count.
Murphy recommended approval of the Amendment to the Zoning Code
relative to cul -de -sac length as recommended by the City Planner in his
June 7, 2013 report.
Motion seconded by Schwalbach.
Motion carried 7 — 0.
DEFINITION The City Planner requested that the Commission table action on the
OF FAMILY proposed Amendment to the definition of fancily at this time. He indicated
that he needs to discuss this amendment with the City Attorney prior to
presentation to the Commission.
-5-
