NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: File MAY 16 1984 <br />FROM: David Licht <br />CITY OF <br />DATE: 14 May 1984 LITTLE CANADA <br />pfSfail <br />RE: <br />Little Canada - Westlund Construction - Single <br />Family Property - Sf'Quadrant of Westwind and <br />Arcade <br />FILE NO: 758.09 <br />On 11 May, based upon a complaint filed at the Planning Commission <br />meeting by a Marge Edgett, I conducted a site inspection of the <br />above referenced property. From the visual observation, it was <br />apparent that the elevation, at least on the south side of the <br />foundation which was under construction, was at a substantial grade <br />elevation above that of the street. At minimum, it appeared to be <br />five feet or more. It also was evident that there were no drainage <br />swales created on any part of the lot, at least at this point in <br />the grading work. <br />Upon checking the City regulations at City Hall, potential violations <br />were found to exist on building height for the R -1 District, as well <br />as violation of the drainage and grading plans approved as part of <br />the Westwind Subdivision. <br />The natter was reviewed with Mr. Chlebeck and by phone with Mr. Sweeney. <br />Following an extensive discussion of the potential concerns, it was <br />concluded that contact should be made with the contractor, advising <br />him of questions which exists relative to the proposed and construction <br />which is under way and that if he preceeds, that he is proceeding <br />with the knowledge that more information and inspection needs to be <br />conducted prior to confirming the acceptability of the development. <br />Upon directive of Mr. Chlebeck, I personally made contact with Mr. <br />Westland and advised him of the situation. I further informed him <br />that Mr. Locke would pursue the matter further on Monday when he <br />returned from vacation. Mr. Westlund informed nie, as part of the phone <br />call, that he had only brought in 40 cubic yards of fill. Mr. Chlebeck, <br />however, indicated to nie that the land in question was elevated as part <br />of the street work. The question therefore exists as to how much fill <br />has been brought onto the land since the initial subdvision approval. <br />The subdivision submissions should be checked in this regard. <br />cc: Joe Chlebeck <br />Ed Locke <br />Don Carley <br />Tom Sweeney <br />R.O.
