The submission of such a plan <br />was a suggestion in our preliminary report dated 18 April 1984. The lot layout <br />has remained identical to the previous proposal, however, potential structure <br />placement, driveway grading and some drainage and utility easements have been <br />addressed. <br />ANALYSIS <br />In our 18 April report, we noted a number of items which needed to be addressed <br />before the subdivision could be processed. Those details which require further <br />clarification follow: <br />• A list of all property owners within 350 feet needs to be provided for <br />the purpose of notifications of public hearing. <br />• Drainage and utility easements have been shown along all side lot lines. <br />The rear lot lines are also required to have easements. This will need <br />to be addressed on subsequent submissions. In addition, the overhead <br />wires which cross Lot 1 to the house on Lot 4 needs to be taken care of. <br />Either an indication the wires will be moved, or easements recorded will <br />be necessary, subject to the recommendation of the City Engineer. <br />• Regarding the submitted grading and drainage plans, included in this <br />report as Exhibit B, some problems are apparent. The driveways for <br />Lots 2 and 3 have slopes of over 18 percent and 15 percent, respectfully. <br />The Zoning Ordinance, in its general building requirements stipulates that <br />such areas may not exceed 5 percent slopes. The applicant's engineer <br />apparently did not address this issue. The maximum street grade in the <br />City is 10 percent.
