Little Canada Mayor and City Council <br />Little Canada Planning Commission <br />3 May 1984 <br />Page Two <br />Loading and Storage Space. These areas also should be precisely defined <br />and designated on the property. While the storage yard could possibly be <br />graveled, it should be "limited" in space by appropriate fencing and <br />screening. Any loading area should he hardsurfaced and screened. <br />Landscaping and Screening. All areas not specifically authorized as <br />parking spaces, driveways, loading areas and storage space should be <br />grass sodded or seeded. Landscaping items should also be installed. <br />Site inspection of the parcel indicates that screening of the salvage yard <br />is not a simple problem due to topography, but also size of the area <br />utilized. The situation as it now exists is much more of a major problem <br />than first realized. It is suggested that the applicant provide topography <br />information which will facilitate a further, more detailed analysis. We <br />would seriously suggest a leveling of the storage area which appears to <br />rise towards the center. Also extensive, solid screening and planting are <br />seen as essential. It is recognized that such considerations are expensive. <br />Simultaneously, such expenses are seen as the cost of operating such <br />potentially negatively influencing business. <br />Right -of -Way and Easements. Due to the Water Department right -of -way along <br />the eastern border of Woodlynn Avenue and the property in question, plus <br />the drastic change of topography which is involved at this point, serious <br />consideration should be given to vacate a significant portion of Woodlynn <br />that fronts the subject property. This again, however, assumes that Woodlynn <br />at this point cannot be connected eastward or southward at the Water Depart- <br />ment property line. <br />An evaluation should he made as to whether a right -of -way could be extended <br />southward along the western border of the R &S site. If this is possible, the <br />right -of -way for this extension should be traded for the Woodlynn Avenue <br />right -of -way and the easterly road easement. <br />RECOMMENDATION <br />The present condition and operation of R &S Automotive is seen as a major <br />problem and ordinance violation which cannot be permitted to continue in its <br />present state. Lacking site plans of the existing use or the needed improve- <br />ments, it is impossible within the time frame prior to the 10 May Planning <br />Commission meeting to reach a possible resolution of the matter. It is <br />therefore suggested that the Commission continue its consideration of the <br />application until its 14 June meeting. It is recommended, however, that <br />the Commission direct the applicant to address the topics raised in this <br />74 <br />
