MINNESOTA <br />HOUSING <br />FINANCE <br />AGENCY <br />June 1, 1984 <br />Dear Municipal Official: <br />In November, 1983, Congress enacted the Housing and Urban -Rural Recovery Act of <br />1983. Among its many provisions, the act created the Rental Rehabilitation <br />Program, to be administered by the Dept. of Housing and Urban Development (HUD). <br />The purpose of this letter is to explain the options for the administration of <br />the Rental Rehabilitation Program in Minnesota. <br />A summary of the Rental Rehabilitation Program is enclosed. An unusual feature <br />of this program is that there are very few entitlement allocations -- Minneapolis, <br />St. Paul, Duluth and Hennepin County. The other eligible municipalities may <br />participate in the program only through a state -level administrator. States are <br />allowed broad discretion in structuring the administration of the program. If a <br />state agency does not agree to administer the program, it will be administered by <br />the HUD area office. <br />The Community Development Division of the state Department of Energy and Economic <br />Development and the Minnesota Housing Finance Agency (MHFA) have determined that <br />MHFA would be best suited, among state agencies, to administer the program. MHFA <br />is willing to administer the program. The cooperation and involvement of eligible <br />communities is critical to the success of the program. <br />To determine the degree of local support for the program, MHFA requests your <br />assessment, on behalf of the municipality you represent, of its proposed program <br />design and of your interest in participating in the program. An informational <br />meeting on the program is scheduled for Wednesday, June 13, 1984 at 1:30 p.m. at <br />the MHFA offices, 333 Sibley Street, Suite 200, St. Paul. <br />Please take a few minutes to fill out the attached response form and return it to <br />MHFA by no later than June 7, 1984.
