MINNESOTA <br />HOUSING <br />FINANCE <br />AGENCY <br />June 28,_1984 <br />WITMQ <br />JUL 2 1984 <br />CITY OF <br />LITTLE CANADA <br />Dear Municipal Official: <br />Several weeks ago, the Minnesota Housing Finance Agency (MHFA) sent information <br />to your community regarding the new federal Rental Rehabilitation Program. <br />Based on generally positive responses to that letter, the Governor has notified <br />the Department of Housing and Urban Development (HUD) that the MHFA will administer <br />the Rental Rehabilitation Program. MHFA is in the process of developing a program <br />description which must be submitted to HUD by early August. Included in this <br />program description will be an identification of the participating local munici- <br />For this reason the MHFA must have, by July 20th, a firm commitment from those <br />communities that intend to work with the state in implementing the Program. <br />The following information identifies the specific responsibilities which the <br />local community must agree to accept. The outline indicates that the municipality <br />will carry out some functions and the local Public Housing Authority (PHA) will <br />carry out other functions. However, in some communities it may be most practical <br />for one entity to carry out all program responsibilities. Communities and PHAs <br />should discuss this and identify their appropriate roles; however, the Program <br />cannot operate in any community where the PHA is unwilling to administer the <br />Section 8 certificates and vouchers. Public Housing Authorities and municipalities <br />wishing to be identified as participating in the Program must complete and return <br />the enclosed Participation Commitment Form to MHFA. <br />Community and /or PHA. Responsibilities: <br />1) Initially, communities will be responsible, in conjunction with MHFA, for <br />promoting the Program to building owners. This may be an opportunity for <br />communities to solicit proposals from building owners whose buildings are <br />occupied by low income tenants, yet the buildings do not meet Housing Quality <br />Standards. <br />2) MHFA will provide an application packet to interested property owners which <br />will include a list of the participating communities and a contact person <br />within that community. The building owner will be asked to provide to MHFA <br />a certification (the form for which will be included in the packet) completed <br />by the community indicating that the building is in an "eligible neighborhood ". <br />The community will be certifying that: <br />a) The building is in a neighborhood where the median income of the neighborhood <br />does not exceed 80% of the median income for the area.* <br />The "neighborhood" boundaries will be identified by community staff. <br />A site location map, identifying the building and the surrounding eligible <br />neighborhood., must,accompany the certification. A neighborhood must, at <br />minimum, contain one square block.
