MINUTES <br />PLANNING COMMISSION <br />APRIL 13, 2006 <br />CUP - Mr. Devin Foley appeared before the Commission requesting approval <br />200 RYAN of a Conditional Use Permit allowing an indoor, retail-used car <br />DRIVE - dealership at 200 Ryan Drive. Mr. Foley reported that all vehicles would <br />DEVIN I'OLEY be stored indoors. Vehicles would be offered for sale over the internet and <br />would be show to customers by appointment only. <br />Knudsen asked if there would be any work done on vehicles at this site. <br />Foley reported that the only work may be some cleaning of the vehicle, <br />there would be no body or mechanical work done. Foley reported that he <br />would be using the building for an indoor storage space for vehicles <br />waiting to be sold. <br />Duray asked how much of Che building Foley would be leasing. Foley <br />replied that he would be leasing two garage bays, about 2,000 square feet, <br />plus about 300 square feet of office space. The two bays will hold 6 to 8 <br />vehicles. Foley pointed out that the vehicles will be stored indoors; <br />Cherefore, there will be no drive-by traffic to the site. Foley again stated <br />that there will be no outdoor display of the vehicles. <br />Duray commented that he viewed the property and it was in good <br />condition. Barraclough clarified that the vehicles will be sold on the <br />internet, stored at the site waiting to be picked up by the buyer, and the <br />paper work would be completed in the office area when the buyer comes <br />in for his/her vehicle. Foley replied that that was correct. <br />Knudsen asked how many employees would be at the business. Foley <br />replied that he and his wife will run the business; there will be no other <br />employees. <br />Knudsen asked about the use of the outdoor parking spaces at the building. <br />Foley reported that he and his wife would park in these spaces as well as <br />customers stopping in to look at or pick up vehicles. Foley stated that the <br />outdoor parking spaces will not be used for display purposes. <br />Hall asked how Foley obtains his vehicles to sell. Foley reported that he <br />obtains vehicles primarily from auctions. Hall felt it was difficulC to <br />imagine that people buy a vehicle over the internet without driving iC. <br />Foley replied that they do, and indicated that last year alone EBay sold <br />20,000 Mustangs on-line. <br />Barraclough noted that a potential buyer could come to the site and test <br />drive a vehicle. The Planner stated that that was correct. The Planner <br />noted that the restriction would be there is no outdoor storage or display of <br />the vehicles. <br />
