§ 28 -3 Cottage Grove City Code § 28 -3 <br />(b) Dividing the city into zones and districts and restricting and re- <br />gulating therein the location, construction, reconstruction, alteration and use <br />of structures and land. <br />(c) Promoting orderly development of the residential, business, in- <br />dustrial, recreational and public areas. <br />(d) Providing adequate light, air,Cad convenience of access to property <br />(e) Limiting congestion in the public right -of -way . <br />(0 Preventing overcrowding of land and undue concentration of struc- <br />tures by regulating the use of land and buildings and the bulk of buildings in <br />relation to the land and buildings surrounding them. <br />(g) Providing for the compatibility of different land uses and the most <br />appropriate use of land throughout the city. <br />(h) Providing for an orderly transition from a rural to an urban or <br />suburban environment. <br />(i) Establishing standards and procedures regulating land use , (Ord, <br />No. 248, § 2 ;) <br />Sec. 28 -3. Rules of construction and definitions. <br />(a) Rules of construction. The language set forth in the text of this <br />chapter shall be interpreted in accordance with the following rules of construc- <br />tion: <br />Words used in the present tense shall include the future; and words used <br />in the signular number shall include the plural number, and the plural the <br />singular. <br />The word "shall" is mandatory and not discretionary. <br />The word "may" is permissive. <br />The word "lot" shall include the words "piece" and "parcel" ; the word <br />"building" includes all other structures of every kind, regardless of similar- <br />ity to buildings; and the phrase "used for" shall include the phrases "arranged <br />for ," "designed for ," "intended for," "maintained for" and "occupied for." <br />(b) Definitions.
