PAUL, MINNESOTA 55102 <br />FEB 16 1984 <br />CITY OF <br />LITTLE CANADA <br />Please find enclosed a copy of the Order Granting Partial <br />Summary Judgment, whereby Judge Poritsky of the Ramsey County <br />District Court has determined that the facility proposed by <br />Good Neighbor is a permitted use in a R -1 District. <br />The basis of the Court's decision is found on page 6 of <br />the Memorandum, wherein the Court states that "the Good Neighbor <br />home residents' living arrangements will constitute 'foster care' <br />and that they will comprise a 'family' within the meaning of the <br />Little Canada Zoning Ordinance." <br />I would recommend that I discuss this decision and the <br />alternatives available to the City with the City Council at a <br />closed meeting either before or after the Council meeting of <br />February 22, 1984.
