HISTORY <br />The Ramsey County Municipal Court System was established as a <br />unified system by the state legislature in 1975. The six divisions were <br />placed in locations that had municipal courts prior to the adoption of <br />the legislation. The statute provides that a court location can not be <br />abandoned without the consent of the governing body of the city involved <br />and eight of the County's Municipal Court judges. <br />The statute is as follows: <br />M.S. 488A.18, Subd. 10. Place of holding court. The county of <br />Ramsey shall provide suitable quarters for the holding of regular <br />terms of court at all places where court sessions are conducted. <br />Regular court sessions shall be conducted in the cities of New <br />Brighton, Roseville, Maplewood, North Saint Paul, White Bear Lake, <br />and Saint Paul, upon filing with the administrator of the court a <br />copy of a resolution of the governing body of the city requesting <br />that court be held therein on or before July 1, 1974. At the places <br />of holding regular terms of court established pursuant to this <br />subdivision the court shall conduct the trials required by <br />subdivision 13 and, in addition, shall discharge such additional <br />functions as the court may determine. No function which was <br />performed at any such regular place of holding court by a municipal <br />court in existence prior to January 1, 1975, shall be discontinued <br />at such place except by consent of the governing body of the city in <br />which the court is conducted and upon the affirmative vote of eight <br />judges of the court. <br />Since 1975, there has been a great deal of discussion about the <br />organization of the Municipal Court System. Ramsey County Commissioners <br />and the officials of many Ramsey County cities have discussed the <br />possibility of changing the court locations and how any such decision <br />should he made. There have been problems with communication between <br />these groups on this issue over the Last few years. <br />
