CITY OF White Bear Lake February 13, 1984 Mr. J. G. Chlebeck Clerk 515 Little Canada Road Little Canada, MN 55117 Dear Mr. Chlebeck: I am sorry that you were not able to come to the meeting on February 9 to discuss the computerization of the duplicate voter registration lists. Mr. Al Santo, Elections Supervisor for the City of Minneapolis, attended the meeting and answered many technical questions and gave good insight into the ongoing operation of this type program. The City of Minneapolis has been using this type of registration system since 1931. The handout for the meeting is enclosed. It is a basic overview of the program and an outline for discussion at the meeting. Also attached is the cost breakdown, an authorization form, an election day registration precinct list and a sample of a voter registration precinct list. Two additional cost items were introduced by the Ramsey County staff. The first is the cost of computer time for producing intermediate voter registration lists. The County will provide, without cost, a precinct registration list for use at the polls on election day and a full alphabetical list of registered voters for a cross - reference list. They will also send "additions and deletions" lists periodically, free of charge. If you feel that at some point during the year you are not able to work with the original list and several additions and deletions lists you can request a new updated reference list and you will be charged for actual computer time for running the updated list. A second factor is the computer re- programming cost. It will cost more to reprogram the County computer if all municipalities do not go with the computerized duplicate registration list. The County would have to program to pull lists for some municipalities and exclude the others.
