• <br />NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MAR 22 1984 <br />PLANNING REPORT <br />TO: <br />Little Canada <br />Mayor and City Council <br />Little Canada P1 nnip Commission <br />FROM: David Licht <br />DATE: 21 March 1984 <br />CITY OF <br />LITTLE CANADA <br />RE: Little Canada - Nardini Rezoning - Demont Property <br />FILE NO: 758.09 - 84.06 (CITY 11227) <br />The Planning Commission's discussion of this natter raised a number of con- <br />cerns relative to the use of the property in question with a B -3 designation. <br />Since the Commission meeting, I have met with Mrs. Nardini and discussed the <br />probable sale and use of the two parcels. It has been indicated that the <br />owner of the Hoggsbreath will likely purchase the land. His interest is to <br />utilize the westerly parcel for parking and the easterly lot for a self service <br />car wash. <br />Relative to the proposed uses and the comments and concerns of the Planning <br />Commission, the following factors should be considered: <br />1. Parking is not allowed as a principal use of a piece of property in a <br />8 -3 District unless approved through a conditional use permit. This is <br />an important consideration for both lots, but especially the easterly <br />parcel over which residents expressed concern. The Hoggsbreath operation <br />could request that the westerly parcel be added through resubdivision <br />to their existing holdings and then utilize the land for parking. Such <br />action would, however, again require City review and approval. <br />2. Self service car washes are a conditional use and will require review <br />of plans and general operations prior to authorization for development. <br />3. A concern was expressed that a bar not be allowed on the two parcels. <br />According to Mr. Chlebeck, there are no liquor licenses available <br />presently in the City and the City will not be authorized any <br />additional number of permits until the population reaches 10,000 <br />as verified by census. The present population is approximately <br />7,500. <br />4. High volume traffic generators were viewed as negative developments on <br />the site. While a B -3 designation would carry a fairly open -ended <br />development right, the geographic location, somewhat remote from Rice <br />Street, plus the availability of high exposure property on Rice Street <br />would suggest that the private market will regulate this concern. <br />-V .. <br />29 <br />4820 minnetonka boulevard, suite 420 minneapolis, mn 55416 612/925-9420 <br />
