NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Mayor and City Council <br />Little Canada Planning Commission <br />FROM: <br />DATE: <br />RE: <br />FILE NO: <br />BACKGROUND <br />David Licht <br />3 April 1984 <br />Veilleux /Peterson Demont Properties - Rezoning <br />758.09 - 84.09 (CITY #230) - 84.10 (CITY #231) <br />The present Nardini request to rezone property along Demont from R -2 to <br />B -3 and PUD has generated concern on the part of surrounding property <br />owners who occupy single family homes within a B -3 zoning district. These <br />individuals have come to the realization that their homes are legal, but <br />nonconforming uses. As such, should the homes be destroyed by fire or <br />natural disaster, they could not be repaired or rebuilt under the present <br />B -3 zoning designation. As a consequence of this situation, the two parties <br />have requested that their property be rezoned to R -1. <br />REQUEST ANALYSIS <br />The adopted Land Use Plan suggests that the property in question serve as <br />a transition between the Rice Street commercial activity to the west and <br />the low density residential area to the east. The plan therefore suggests <br />that the property in question be medium density in character. The rationale <br />for this position is that clustering and /or placement of structures, parking, <br />-etc. can be utilized to create a protected transition of commercial to <br />residential activities. <br />This transitional medium density housing concept is supportable based <br />upon adjacent and surrounding zoning. To the immediate north, this vacant <br />land is zoned B -3. The land to the west is R -2, but under consideration for <br />commercial rezoning. To the southwest, the land is again B -3. To the south <br />and east, property is zoned R -1. Presently, surrounding property is pri- <br />marily vacant or occupied by mobile homes which are nonconforming by use, <br />as well as setbacks.
