ANALYSIS <br />Preliminary Plat: <br />The City Council approved the applicant's preliminary plat on 27 <br />July 1988 subject to the planners recommendations and approval by <br />the U.S. Army Corps of Engineers. Mr. Palmen had stated at said <br />meeting the Army Corps approval letter was forthcoming and has <br />since received the letter and submitted it to the City Engineer. <br />Lot Requirements: <br />Lot lines for Lots 4 -7 have been slightly altered, however, all <br />proposed lots still meet or exceed all Ordinance requirements for <br />minimum lot area and width and the number of lots remains the <br />same. The changes are only slight adjustments and do not alter <br />the general layout or density of the plat. <br />Easements: <br />The Little Canada Subdivision Ordinance requires at least a six <br />(6) foot drainage and utility easement along all lot lines for <br />all subdivided property. This is a special concern in this case <br />due to the existence of low lands at this site. By providing <br />these easements now, future drainage problems, if any, can be <br />dealt with and alleviated within established easements. <br />Various Agency Approval: <br />Based on NAC's recommendations from the 7 July 1988 report, the <br />applicant has also received written approval from the St. Paul <br />Water Works allowing a driveway access across the water works <br />easement and written approval from the Ramsey- Washington Metro <br />Watershed District to allow the proposed development near the <br />wetland. <br />RECOMMENDATION <br />Although some lot lines have been altered between the preliminary <br />and final plat, the number of lots remains the same and the lot <br />area of all lots remain in excess of Ordinance standards. <br />Because the proposal has gained approval from all pertinent <br />agencies, we recommend approval of this final plat subject to all <br />comments by City staff. <br />cc: Joe Chlebeck <br />Tom Sweeney <br />Don Carley <br />John Palacio <br />Ronald Palmen <br />Page 20 <br />
