January 27, 1989
JIV:83E;
CITY OF
LITTLE. C,4NADA.
Joseph G. Chlebeck
Clerk Treasurer
City of Little Canada
515 Little Canada Road
Little Canada, MN 55117
Re: Emergency Vehicle Pre - emption System for Rice Street
Dear Mr. Chlebeck:
On January 17, 1989, you sent a letter to our acting city
manager, Steve North. In that letter you requested information
from the City of Roseville regarding the city's willingness to
cooperate in cost sharing for the installation of emergency
vehicle pre - emption systems on Rice Street at County Road C and
Little Canada Road. Attached to that letter was an estimate of
cost prepared by the Minnesota Department of Transportation
district signal supervisor, Mr. Doug Wilke. Mr. Wilke's letter
noted that the proposed cost for the opticom system at Rice
Street and County Road C was $8,134.00 while the cost for the
opticom system at Rice Street and Little Canada Road was
$3,022.80.
The City of Roseville staff has reviewed this request internally.
It was reviewed by the Fire Department and the Public Works
Department staffs. Please be advised that the City of Roseville
does agree that an opticom system at Rice Street (T.H. 49) and
County Road C is warranted. The fire chief and I both think that
this intersection needs to be controlled using an emergency
vehicle pre - emption system. However, both the fire chief and I
do not think that there is any need for Roseville to
participate in the installation at Rice Street (T.H. 49) and
Little Canada Road.
Accordingly, the City of Roseville would agree to participate in
a cooperative agreement to fund the installation cost for
emergency vehicle pre - emption system at Rice Street (T.H. 49) and
County Road C. The City of Roseville's budget for capital
improvement projects indicates that this installation has
previously been planned for construction and funding in 1990.
However, once again, the city does not see a benefit to us for
the installation of the opticom system at Rice Street and Little
Canada Road, and we would, therefore, decline to participate in
this installation.
2660 CIVIC CENTER DRIVE • ROSIEVILLE • MINNESOTA • 55113 • 612 -490 -2200
Page 19
