CHLEBECK, Clerk <br />515 Little Canada Road <br />Little Canada, Minn. 55117 <br />4842177 <br />CITY OF LITTLE CANADA <br />RAMSEY COUNTY, MINNESOTA <br />TO: City Council Members <br />FROM: Recycling /Solid Waste Advisory Committee <br />DATE: October 14, 1988 <br />RE: Organized Collection <br />Background <br />In 1980 the Minnesota Legislature passed the Waste <br />Management Act, defining county and local municipality <br />responsibilities in controlling solid waste generation and <br />implementing a program for waste reduction, recycling and <br />composting to ease our dependence on landfills. <br />In 1984 the State Legislature amended the WMA requiring the <br />Metropolitan Council to study organized collection as a way <br />for municipalities to meet WMA goals. In 1985 the <br />Legislature again amended the MIA, setting 1990 as a target <br />date for meeting mandated waste abatement goals: 16%-19% <br />abatement through source separation. That date has since <br />been amended to 1992. As of that date all waste must be <br />recycled, composted or sent to a resource recovery <br />facility. <br />In 1987 the Legislature empowered the counties to require a <br />City /Municipality to organize its waste collection; the <br />County may then require separation and collection of <br />recyclables and other specified materials (e.g. yard waste, <br />household hazardous waste, etc.). <br />(Attached: State Statute on Organized Collection) <br />Introduction <br />The agreement between the City of Little Canada and Ramsey <br />County regarding the grant that funds our curbside <br />collection of recyclable stipulates that Cities receiving <br />grant money must study the possibility of organized <br />collection as a condition of eligibility. <br />Page 1 <br />MAYOR <br />Michael Fahey <br />COUNCIL <br />Beverly Scalze <br />Bill Bleacher <br />Rick Collova <br />Jim LaValle <br />
