MINUTES <br />Planning Commission <br />January 12, 1989 <br />Carroway replied that health risk is about 1 million times below the <br />hazardous level. <br />Carroway explained the system of cells that Cellular One uses to <br />transmit. Carroway reported that there are 12 to 16 cells in the Metro <br />area, and there is a hole in the Little Canada area currently and need <br />for another cell. <br />Bendel asked why the Shoreview towers were not being utilized. <br />Carroway pointed out that those towers are out of the search area. <br />Costa asked about the NSP towers. <br />Carroway replied that the NSP towers are not high enough. There are <br />also problems with transmitting from an transmission line, as well as <br />the danger associated with these lines. Also, NSP is not willing to <br />negotiate this issue. <br />Bendel pointed out the KSTP towers near Kohlman Lake and suggested that <br />they be used since there are no residential homes near the towers. <br />Carroway again stated that these towers are out of the search area. <br />Swanson again suggested that the rent be $6,000 per month. <br />Carroway reported that Cellular One has rental sites all over the <br />Country and the highest rent being paid is $2,000 per month on top of <br />a building in Santa Monica, California. Carroway stated that most <br />communities realize it is an invaluable service, pointing out that <br />businesses and industry as well as residents rely on the service. <br />DeLonais asked if there were any proven dead spots in Little Canada. <br />Carroway replied that there are increased user problems in the area. <br />Carroway also reported that the number of customers has risen from <br />10,000 to 14,000 in the last 11 months. Carroway stated that there <br />is a need in the area, and the water tower works. <br />Peterson commented on the high cost of the equipment for customers. <br />Carroway reported that the equipment is not manufactured by Cellular One. <br />Cellular One only provides the service. <br />Peterson recommended approval of the Conditional Use Permit requested <br />by Cellular One for use of the City's water tower for transmission <br />purposes since it is the hest way to resolve the problem and will be <br />more acceptable to the community than constructing an independent tower <br />and with the recommendation that the equipment shelter be located on the north <br />side of the water tower. <br />Motion seconded by Schweizer. <br />Motion carried 5 - 2.
