MEMORANDUM <br />TO: <br />FROM: <br />DATE: <br />RE: <br />FILE NO: <br />BACKGROUND <br />northwest associated consultants, inc. <br />Little Canada Planning Commission <br />Stephen Grittman <br />10 January 1989 <br />Little Canada - Frattalone Excavating <br />Rezoning <br />758.09 - 88.67 <br />The Frattalone Excavating property at 3160 Spruce Street was <br />rezoned from I -1, Light Industrial to I -P, Industrial Park, last <br />Fall. Frank Frattalone had objected to the rezoning and has <br />applied for a rezoning back to the original I -1 designation. Mr. <br />Frattalone had expressed concerns over the fact that his parcel <br />is fully developed in compliance with the I -1 requirements and <br />that application of the I -P District standards would result in a <br />substantial non - conformity due to the outside storage <br />restrictions of the new district. An amended proposal has been <br />discussed between the applicant and staff which would rezone all <br />but the south one acre of the property to I -1, leaving the south <br />one acre as I -P. <br />ANALYSIS <br />The intent of the rezoning to I -P was to assure that property <br />along South Owasso, with a high degree of visibility, was to be <br />developed in a high quality manner, both in terms of building <br />materials and site improvements. The compromise proposal would <br />appear to meet the objectives of both the developer and the City. <br />It should be noted that the existing excavating site is developed <br />exceeding many of the I -1 performance standards, particularly <br />building materials. The South Owasso Boulevard frontage will <br />retain the I -P designation, assuring that any future development <br />of that area conforms to the higher standards.
