MINUTES <br />EMERGENCY SERVICES COMMITTEE <br />LITTLE CANADA, MINNESOTA <br />December 28, 1988 <br />MEMBERS PRESENT: John Palacio, Building Official <br />Roger Glanzer, Supt. of Public Works <br />Dick Boss, Sr., Emerg. Sv. Director <br />Joseph Chlebeck, City Clerk <br />Frank Graczyk, Fire Chief <br />Review of The Committee recommends that it strike City Hall as a <br />No. Star storm shelter, and the Ramsey County Garage (3383 No. Rice <br />Estates Street) be added as one. The Committee also reviewed the <br />Emergency APAC proposal that the Trailer Park construct storm shelters <br />Procedures within its site. The Committee agrees with APAC that the <br />distance from the Trailer Park to the Fire Hall may be <br />unreasonable because: <br />a. Too many stop lights <br />b. Inadequate parking at Fire Hall <br />Other options - The Committee recommends that the owners of <br />the Trailer Park try to negotiate other shelter locations <br />within the vicinity. The Trailer Park could get permission <br />from the owners of 100, 200 and 300 So. Owasso Blvd. to use <br />their buildings as storm shelters; however, the owners of <br />these buildings may not approve of the use of their sites <br />due to insurance liability. The Committee also reviewed a <br />proposed shelter submitted by APAC; the proposal submitted <br />lacks architectural drawings. Any plan submitted must be <br />stamped by an architect. <br />Terrace Terrace Heights is still using Capitol View School as a <br />Heights shelter. A new authorization letter will be needed, since <br />it is in the process of being sold and is presently closed. <br />The Committee saw no problem with the use of the School. <br />3020 Trailer No plan has been submitted from Thirty- twenty Trailer Park <br />Park yet. They have until February to submit a plan. The <br />Committee is also of the opinion that the distance from the <br />Park to the Ramsey County Garage is unreasonable. They <br />suggested that the Park contact the property owners at 99 W. <br />So. Owasso Blvd. (Schreier Cabinets) also 100 W. So. Owasso <br />Blvd. (Midwest Spring) for use of their buildings as <br />shelters. Again there is the same problem of insurance <br />liability. In our discussion it was also pointed out that <br />only 10% of the Trailer Park residents use emergency <br />shelters. <br />Hazardous <br />Waste <br />Mr. Boss informed the Committee of the procedures the Fire <br />Department is using for hazardous waste. <br />Respectfully submitted, <br />Joseph G.
