northwest associated consultants, inc. <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 11 April 1989 <br />Little Canada - Rice at C Center <br />PUD Amendment <br />758.09 - 89.19 <br />RE: <br />FILE NO: <br />BACKGROUND <br />Sherman- Boosalis is resubmitting a proposal to amend their Rice <br />at C Center PUD by adding a second phase and a single family plat <br />on property to the east. The residential plat and commercial <br />portions of the development have changed somewhat from previous <br />proposals. This report will review past City direction and <br />evaluate the current plan with those comments. <br />ANALYSIS <br />Commercial Center <br />The Commercial Center expansion would establish a separate second <br />building of 14,000 square feet along the same setback line as the <br />existing center. The setback from the residential property is 80 <br />feet, greater than the minimum of 50 feet agreed to in past <br />proposals. However, a row of parking is included north of the <br />building with a drive aisle. The northernmost curb line would be <br />35 feet from the property line. The greater setback and addition <br />of the drive aisle to improve circulation are both positive from <br />a planning perspective. <br />It appears to us that the Center is greatly over supplied with <br />parking and this parking tier may not be necessary. Our <br />preferred design would be to eliminate this parking row and <br />replace it with an area of landscaping. It should be noted that <br />the plans show a retaining wall at the north curb line rising <br />five feet to the existing grade.
