SUMMARY <br />The proposed Rice at C Center Phase I PUD amendment and Centre <br />Place preliminary plat both differ from the proposal presented <br />last year. Most changes we believe to be positive. These <br />include the additional commercial building setback, circulation <br />around the center expansion, and screening measures to separate <br />the residential area from the north. The one concern we have <br />regards the freestanding building. We would prefer to see it <br />incorporated into the main center expansion if possible. With <br />such a modification, we believe the expansion to be an <br />appropriate land use for this site. <br />The residential plat meets all R -1 criteria for single family <br />subdivisions with the exception of cul -de -sac length. The <br />variance application may qualify for approval due to soil <br />conditions in the area where the street would continue toward <br />County Rod C.
