northwest associated consultEnts, inc. <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Michael Ridley /Stephen Grittman <br />DATE: 6 March 1989 <br />RE: Little Canada - Fina Sign Variance Appeal <br />FILE NO: 758.09 - 89.11 <br />BACKGROUND <br />On August 24, 1988, the Little Canada City Council denied a 14 <br />foot sign height variance requested by Fina Oil and Chemical <br />Company. Since this time, the applicant has filed an appeal to <br />this decision. This report will address the components involved <br />in the appeal process as well as pertinent information concerning <br />the City Sign Ordinance. <br />ANALYSIS <br />Appeal Process: <br />The appeal process is identical to the initial request process in <br />that the same City bodies hear and make recommendations in the <br />request. The process steps are highlighted below. <br />The Little Canada Zoning Ordinance requires that for all variance <br />requests, the City Council shall act as the Board of Adjustment <br />and Appeals. The Planning Commission, based upon a report and <br />recommendation by the City staff, shall have the power to advise <br />and recommend conditions as it may deem advisable in the interest <br />of the intent and purpose of this Ordinance.
