Kirkwold <br />Dvputc Director <br />and <br />A,aatant Cuuntc Engineer <br />Guardrail in front of 2714 Centerville Road <br />The Ramsey County Public Works Department has received the request from the City <br />of Little Canada to review the feasibility of installing guardrails in front of 2714 <br />Centerville Road. <br />Little Canada Road was recently reconstructed by Mn /DOT in this area to a four lane <br />roadway with concrete curb. The project also included reconstruction and widening of <br />Centerville Road, with concrete curb from Little Canada Road to 500 feet north, along <br />with the installation of a traffic signal at Little Canada and Centerville. <br />Guardrail is generally installed along roadways with extreme curves, steep embankments <br />and obstacles close to the travel lane. Guardrail should not be installed in locations <br />where the guardrail itself provides a greater hazard than a vehicle running off the <br />road. According to design standards, the clear zone for a 40 mph roadway is less than <br />20 feet from the travel lane. <br />The geometries of the Little Canada Road - Centerville Road intersection are of <br />standard T- intersection design. There is an 8 feet wide bituminous path immeditely <br />behind the curb. Placing a guardrail adjacent to the path would place it in a location <br />where vehicles at speeds unappropriate for these conditions may be airborne at the <br />curb and vault the guardrail rendering it ineffective except for its presumed protection. <br />A review of our records indicates only one accident occurred near this location from <br />1985 to 1989. This was the accident on Oct. 26, 1988 in which a vehicle ran off the <br />road at 2714 Centerville Road. The driver in this instance was traveling at an excessive <br />rate of speed while intoxicated. <br />Page 81 <br />
