1) Accessory service, sales or rental are limited to thirty <br />(30) percent of the gross floor area of the principal use. <br />The accessory outdoor sales area appears to cover less than <br />thirty (30) percent of the parking area and will not occupy any <br />gross floor area within the building of the principal use. <br />2) Sales area is grassed or surfaced to control dust. <br />The accessory outdoor sales area is completely surfaced <br />(blacktopped) and will adequately control any surface dust. <br />3) The use does not take up parking as required for conformity <br />to this Ordinance. <br />Parking calculations cannot be executed with the site plan <br />provided. The parking requirements for the principal use are as <br />follows: <br />Restaurants, Cafes, Private Clubs Serving Food and /or <br />Drinks, Bars, Taverns, Nightclubs. At least one (1) space <br />for each forty (40) square feet of gross floor area of <br />dining and bar area and one (1) space for each eighty (80) <br />square feet of kitchen area. <br />Parking for the accessory outdoor sales area is determined by <br />Council action: <br />Other Uses. Other uses not specifically mentioned shall be <br />determined on an individual basis by the City Council. <br />Factors to be considered in such determination shall include <br />(without limitation) size of building, type of use, number <br />of employees, expected volume and turnover of customer <br />traffic and expected frequency and number of delivery or <br />service vehicles. <br />The outdoor accessory retail sales use will cover existing <br />parking lot area that had originally been intended for customers <br />of the Venetian Inn. In addition to occupying parking stalls, <br />the outdoor accessory use will generate traffic and parking of <br />its own. The site plan fails to provide information regarding <br />specifics needed to resolve issues concerning traffic flow <br />safety, setback requirements, and drive aisle width encroachment. <br />RECOMMENDATION <br />Our office recommends the applicant submit a site plan (to scale) <br />to include: <br />1. Gross floor areas of the dining, bar and kitchen area <br />of the Venetian Inn. <br />2. Location and number of existing parking stalls. <br />Page 13 <br />
