This program provides deferred payment loans to low-income homeowners <br />to make improvements affecting oafety/ energy improvements, aooeuoihility/ and <br />habitability of their bumea. Metro HRA administers the program in Ramsey <br />County communities (except St. Paul). <br />When the program began in 1982, your city council approved a resolution <br />authorizing Metro HRA to apply for the MHFA funds and administer the program <br />within your uity. <br />In order to complete our application for the Phase V fuodiu8/ we again need a <br />resolution authorizing your community's participation in the program. I have <br />enclosed a sample resolution such as the one that was previously approved by <br />your city council. Also enclosed is a summary of the program. Since Metro HRA <br />must submit its application to MHFA by July 10/ 1989, we would appreciate your <br />help in getting the resolution scheduled (and approved) at the earliest <br />possible council meeting. <br />If you have questions or if Metro HRA can be of any assistance, please call <br />Kathy Fox at 291~6600, <br />Sincerely, <br />Thomas C.
