1989 BUDGET NARRATIVE <br />Budget Line No. Item & Description Amount <br />1 Engineering - Administration <br />Oversight of all District Engineering activities, supervising staff assigned <br />to projects, responding to general inquiries of the public and the Board, and preparing <br />correspondence and billings <br />2 Engineering- Meetings <br />Engineering attendance at meetings of the District- covers Board and related <br />project meetings. <br />$18,000 <br />3 Annual Report <br />Data collection, analysis, and preparation of the Engineer's section of the District's <br />annual report as required by State law and as requested by the managers. <br />4 Engineering Review <br />Review and comment on plans and proposals submitted to the District for review <br />relative to District regulations, policies and concerns. Assist communities and Counties <br />with data and information needs related to projects and plans. <br />5 Waterway Maintenance Inspection & Studies <br />Inspection and recommended maintenance of District improvements including Battle Creek <br />Project #1, Fish Creek, and County Ditches. Includes periodic inspection, preparation of <br />recommendations to the board for repair and maintenance, collection of bids and supervision <br />of contract work. <br />6 <br />8 <br />Battle Creek Assessments <br />Maintenance of the Battle Creek Project 01 Assessment Role. Providing services to <br />Ramsey and Washington County for the proper division of original assessments for <br />newly divided properties. <br />Water Quality Monitoring- Engineer <br />Collection and lab analysis of water quality samples from District lakes and <br />streams. <br />6,000 <br />3,000 <br />21,200 <br />7,500 <br />500 <br />14,000 <br />9 Water Quality Monitoring- Lake Levels 500 <br />Collection and analysis of lake level data from District Lakes. <br />10 Water Quallty Monitoring- Ramsey County Contract 2,200 <br />District share of Water Quality Monitoring and analysis contract with Ramsey County <br />for Beaver, Wakefield, Phalen, Keller, Gervais, Kohlman, and Round Lakes. <br />11 Permit Inspection & Enforcement - Administrator (permit inspection & enforcement 0 <br />is now primarily done by the Administrator, but the <br />cost is included within the Administrator's salary) <br />12 - Engineer (the Engineer is involved to inspect projects 5,000 <br />when a designed improvement is involved or when <br />requested by the Administrator) <br />13 - Attomey (includes enforcement activities, letters 3,000 <br />and legal action as necessary) <br />14 Permit Application Review and Processing 17,500 <br />Review of all permit applications, clarifying problems with the developer, meet <br />developer on -site, coordinate permit issues with communities, counties, and other <br />regulatory bodies, and prepare review memoranda and draft and final permits for Board approval. <br />Page 10 <br />7/10/89 <br />
