Trash. According to the submitted site plan, outdoor refuse <br />facilities are to be located directly east of the commercial <br />center and lie adjacent to the truck delivery area. All refuse <br />should be fully enclosed by a structure constructed of materials <br />compatible to the site's principal structure. <br />Loading. As shown on the site plan, loading activities are to <br />occur along the east site of the proposed commercial addition. <br />The area is well screened by adjacent structures and should <br />accommodate service vehicle turning maneuvers. It should be <br />noted that should the granting of the veterinary clinic be <br />denied, a reconfiguration of the access easement from the site's <br />loading area will be necessary. <br />RECOMMENDATIODY <br />It should be noted that approval and subsequent construction of <br />the proposal under review would limit the development potential <br />of the adjacent residential parcel. By disallowing money <br />generated by the commercial center to cover improvement costs of <br />the residential development, future development would appear <br />difficult from an economic standpoint. <br />In regard to the project under review, however, our office <br />recommends approval of a PUD amendment to allow the relocation of <br />retail facilities as shown on Exhibit C. Approval, however, is <br />contingent upon the conditions which follow: <br />1. The shifting of the Rapid Oil Change structure approximately <br />11 ftpet to the south to eliminate potential vehicular <br />conflicts with an adjacent drive aisle. <br />2. The switching of the proposed Rapid Oil Change vehicular <br />entry from the north to the south to reinforce the <br />building's visible entry and improve on -site circulation. <br />3. The landscape plan is modified to include landscaping <br />efforts along the site's northern boundary to visually <br />screen the adjacent residentially zoned property, per <br />Section 903.050.D.8.9. The plan should be accompanied by an <br />estimate from a landscape contractor and a bond for 125 <br />percent of that amount to assure implementation. <br />4. Documentation of an access easement from the veterinary <br />hospital property is provided. <br />5. Grading and drainage plans are submitted and subject to <br />review by the City Engineer. <br />6. All exterior refuse is completely enclosed by a structure <br />deemed compatible to the site's principal structure. <br />Page 50 <br />
