-7- <br />Position Profile <br />Little Canada <br />Specific areas of accountability include: <br />* plan development within the City; <br />* collect and implement studies as to procedures, operations and organization; <br />* ability to advance and promote harmonious relations with and between <br />municipal employees and the general public; <br />* control and direct administration of municipal affairs; <br />* oversee enforcement of all laws, ordinances, and resolutions of the City, <br />in conjunction with the law enforcement agency; <br />* supervise activities of all municipal department heads and personnel of the City, <br />or with authority to effectively recommend their employment or removal; <br />* attend and participate in .all Council Meetings: <br />- prepare agenda for the meeting <br />- recommend measures he /she may deem necessary for the welfare of the <br />citizens and the efficient administration of the City <br />* prepare agendas for: <br />- Planning Commission, HRA and EDA, and any other meetings, <br />as directed by Council <br />* prepare annual budgets and capital improvement plans for presentation to Council <br />- maintain reports to Council on financial condition of municipal accounts <br />- prepare financial statement in accordance with Minnesota Statutes <br />* handle all personnel matters, recommending terms and conditions of employee salaries, <br />benefits, and working condition to present to Council; <br />* maintain good public relations with community; represent the City at official functions and <br />prepare news releases; <br />* act as purchasing agent with authority to sign purchase orders and negotiate contracts <br />for any kind of merchandise, materials, equipment or construction work for presentation <br />to the Council; <br />* coordinate and supervise activities of the City Attorney; <br />* monitor contractor and consultant work performed for the City; <br />* be informed regarding Federal, State, and County programs that affect the municipality; <br />* inform the Council on matters dealing with administration of the City and prepare and <br />submit to the Council for adoption an administrative code encompassing the details of <br />administrative procedures. <br />Background / Experience <br />* B.A. degree in public or business administration; <br />* three -five years experience in a responsible management position; <br />* familiar with Tax Increment Financing; <br />* good understanding of budgeting process and ability to interpret financial reports; <br />* possess knowledge of new programs and available funding; <br />* ability to comprehend and interpret regulations of other governmental agencies; <br />* experience or familiarity with metropolitan issues; <br />* knowledge of codes and ordinances and how to communicate to residents; <br />* knowledge of charitable gambling laws. <br />PAGE 7 <br />
