Memo ~~.r-~iHC ~..assoa.aT.~s <br />ruo~ nouru <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: January 18, 2006 <br />RE: St. Jude Medical Land Transfer <br />In August of 2005 the City Council approved a Planned Unit Development (PUD) <br />amendment for St. Jude Medical to complete an approximately 85,000 square foot <br />expansion of their existing facility at 177 County Road B East. At that time it was <br />anticipated by all parties that the existing wetland on site would provide all the additional <br />storm water treatment and control needed for the new expansion. Upon further review it <br />was discovered that additional ponding area was necessary. The steep grades around <br />the wetland on the St. Jude Medical property, along with the heavy tree cover, make the <br />expansion of the wetland difficult and would result in significant vegetation loss on the <br />site. Therefore, other alternatives were reviewed by St. Jude. <br />Directly west of the St. Jude property is an approximately 2.19 acre site that is currently <br />owned by the City and zoned Public (see attached exhibit). This property contains an <br />existing storm water pond that receives the water from the wetland on the St. Jude <br />property. The City was approached by representatives from St. Jude Medical inquiring <br />about the ability to expand the storm water pond on the City property to assist in storm <br />water control for their site. The current City use of the site is minimal. There are several <br />existing City watermains running through the property. In addition, the only above <br />ground improvement is the City's water booster station located in the very southeast <br />corner of the site. The remainder of the site is unutilized. <br />It is staff's recommendation that the lot be split. The area around the booster station <br />building would remaining City property and the remainder of the property could be <br />transferred to St. Jude for expansion of the storm water pond and possible future <br />parking.
