OTHER ISSUES
The applicant proposes to pave most of the area in front of the
expansion, as well as the area in front of the existing building.
However, he wishes to delay the latter paving until Ryan Drive is
upgraded due to settling of the right -of -way area. The
acceptability of this proposal should be reviewed by City
Council. The entire paved area would be subject to the
requirement for a perimeter continuous curb. In addition, all
areas not utilized for parking or building must be landscaped and
a bond or cash escrow must be submitted to ensure that
improvement.
RECOMMENDATION
We recommend that the rear year encroachment variance be approved
subject to:
o The encroachment is no more than 6.28 feet, equal to that of
the existing building.
o The applicant submit written documentation from NSP
permitting construction on the easement.
o The City Council decides on the timing of the paving
improvements.
o A performance security is submitted for the landscaping
improvements, together with a complete landscape plan.
o Comments of other City Staff.
cc: Kathy Glanzer
John Palacio
Don Carley
Tom Sweeney
Roger Stanke
Page 46
