Northwest Associated Consultants, Inc. <br />U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />MEMORANDUM <br />TO: Little Canada City Council <br />FROM: Dan Wilson <br />DATE: 4 October 1989 <br />RE: Little Canada - Barthel - Miller & Schroeder <br />Elderly Housing Proposal <br />FILE NO: 758.09 - 89.56 <br />Stephen Grittman and I met with representatives from the above. <br />We briefly discussed their desire to work with the City in <br />developing an elderly housing project Vitalie Site. They <br />basically would like the City Economic Development Authority to <br />own the facility. <br />They will be present at your Wednesday, October 11, 1989 meeting <br />to introduce themselves. They will present a resolution for you <br />to pass saying the City will work with them. <br />I have reservations about developers presenting resolutions to <br />Councils. I understand that the Council is anxious to see <br />additional elderly housing in Little Canada. I would think your <br />encouraging them to structure a specific proposal for your <br />review would be adequate. <br />They did not specifically ask, but I sense they will ask you to <br />pay for a market study. I told them that market studies are <br />typically done by developers, then reviewed by the City. <br />I believe you have two questions before you give a certain level <br />of interest in elderly housing by the Council: <br />1. Who do we wish to work with? <br />2.
