MINUTES <br />PLANNING COMMISSION <br />October 12, 1989 <br />Pierce disagreed. <br />The Planner pointed out that the development of the <br />second shopping center was held to the requirement that <br />the area behind the center be developed as R -1. The <br />Planner stated that in order to make a viable <br />single - family neighborhood, the new road should only <br />serve single - family property and not commercial. <br />Therefore, the purpose of the rezoning being considered <br />this evening is to ensure that single - family homes are <br />developed on the new street and not commercial. <br />However, the existing uses of the property would be <br />grandfathered in. <br />Pedersen asked how deep the lots were. <br />The Planner replied that the lots are 360 feet deep <br />from the property line. <br />Pierce suggested that there should be a buffer zone <br />between the B -3 property and the R -1. <br />The Planner replied that there is not adequate area for <br />a buffer zone, and buffer zones typically do not face <br />each other, but occur at back lot lines. <br />Pierce was concerned that these problems are being <br />addressed after the Boosalis development has been <br />approved. <br />Herkenhoff asked who will pay the assessments for the <br />street. <br />The City Planner replied that the lots fronting on the <br />street will pay the assessments. <br />Pierce reported that the property owners have been <br />informed that the assessment for the street will be <br />approximately $13,000 to $14,000 per lot. Pierce <br />pointed out that if the lots can be sold for $20,000, <br />that will only result in a profit of $6,000 for the <br />property owner. Pierce also pointed out that the <br />property owner is loosing half of a B -3 lot as well. <br />Dr. Krienke, owner of 89 W. County Road C, reported <br />that when he purchased the property as an investment, <br />it was zoned commercial. Now the City wants to <br />downgrade the zoning to residential, which downgrades <br />Page 12 <br />
