MINUTES <br />PLANNING COMMISSION <br />October 12, 1989 <br />C properties should be rezoned residential in order to <br />create a nice residential neighborhood. Boosalis <br />stated that County Road C is a commercial street, <br />rather than a residential neighborhood. <br />Pierce felt that the existing B -3 property that will <br />abutt the residential street should not be rezoned to <br />conform to Mr. Boosalis's development. <br />Boosalis replied that this was not his development, but <br />a proposal that was negotiated with the City and the <br />Iona Lane residents. <br />Pierce felt that the County Road C properties not owned <br />by Mr. Boosalis should have been omitted from his <br />drawings. <br />DeLonais asked if the issue of the B -3 lots abutting <br />the residential street was ever discussed by the <br />Planning Commission. <br />The City Planner replied that the issue was discussed. <br />Pedersen asked if Tax Increment Financing could be used <br />to reduce the cost of the assessments for the road. <br />The City Planner replied that TIF is already being used <br />and resulted in decreasing the assessments to <br />approximately $13,000 per lot. TIF will be used from <br />both the commercial and residential portion of the <br />development. The Planner noted that the project is a <br />very expensive one since there is a large portion of <br />the street which is not assessable. <br />Krienke again suggested that a buffer zone exist on the <br />Steneroden property. <br />The Planner noted that in typical land use planning it <br />is possible to screen along rear lot lines, but not <br />possible to screen commercial property fronting on a <br />street directly across from residential property. <br />Therefore, land use changes usually occur on rear lot <br />lines. <br />Pedersen asked if there were any other options that <br />could be looked at to reduce costs to the property <br />owners. <br />The City Planner replied that in addition to the TIF <br />Page 14 <br />
