Northwest Associated Consultants, Inc. <br />U R B A N P L A N N I N G• D E S I G N• M A R K E -F- R E S E A R C H <br />PLANNING REPORT <br />TO: Little Canada Planning Commis etc <br />FROM: Robert Kirmis /Stephen Grittman <br />DATE: 9 October 1989 <br />RE: Little Canada - Bankshot Billiards - <br />CUP Amendment <br />FILE NO: 758.09 - 89.20 <br />BACKGROUND <br />Mr. Michael Schifsky, representing Bankshot Billiards Inc., has <br />submitted a request to amend a conditional use permit to allow up <br />to ten (10) amusement devices within his billiard center. The <br />original CUP, approved in the Winter of 1987, stipulated that a <br />maximum of eight (8) such devices may be allowed within the <br />facility. The billiard facility in question lies within the Rice <br />at C Center at 2650 Rice Street. The center is zoned B -3, <br />General Business. <br />ANALYSIS <br />In January of 1987, the City Council approved the applicant's <br />original CUP request and established a limit of four (4) <br />amusement devices for a trial period of 120 days. Subsequent <br />review found that the four amusement devices posed no significant <br />problems and the Council amended the original CUP to allow a <br />maximum of eight amusement devices. <br />It is the view of our office that a maximum of ten (10) such <br />devices, as proposed by the applicant would not create any <br />problems or difficulties which may hinder the functioning of the <br />billiard center. A decision concerning the acceptability of ten <br />devices is viewed as an issue of City policy to be made by City <br />Officials. <br />It should be recognized, however, that the City does retain some <br />assurance against any detrimental effects caused by the increased <br />number of amusement devices via the yearly issuance of a business <br />license. <br />Page 47 <br />4601 Excelsior Blvd. •Suite 410•Minneapolis, MN 55416•(612) 925 -9420 •Fax 925 -2721 <br />
