MINUTES <br />CITY COUNCIL <br />JUNE 26, 2013 <br />Keis noted that another facet to consider is reduction in expenses, and <br />stated that the City should not solely focus on raising the levy. The <br />Council agreed that both levy increases and expenses reductions must be <br />considered in setting the 2014 Budget. <br />The City Administrator indicated that in preparing the proposed 2014 <br />Budget, staff will look at both expense reductions and up to a 2% or 3% <br />levy limit increase. The 2% or 3% increase would represent the debt <br />associated with a new Public Works garage. <br />NORTHEAST The City Administrator reported that both he and Gordie Howe have <br />REDEVELOP- talked to Pat Johnson about the potential northeast redevelopment project. <br />MENT AREA The Administrator stated that based on those conversations it does not <br />appear that a project will move forward. The Administrator reported that <br />he would contact Gordie Howe to determine the status of any more recent <br />conversations. The Administrator indicated that regardless of whether this <br />project moves forward, Gordie Howe is interested in purchasing 3046 <br />LaBore Road for redevelopment. Howe has been informed that the <br />property will be offered for sale via sealed bids. The Administrator <br />indicated that he should have the process parameters ready for Council <br />approval at its next meeting. There was discussion on removal of the <br />house and garage on this property. The Administrator indicated that the <br />plan would be to have those structures removed prior to sale. <br />LABORE The City Administrator pointed out neighborhood concerns relative to <br />ROAD traffic on LaBore Road in the area of the curve near the Gervais Woods <br />TRAFFIC and Pinetree Ponds developments. The Administrator reviewed traffic <br />CONTROL data supplied by the Ramsey County Sheriff's Department which indicates <br />that traffic speeds are not a problem in this area. Consequently, the <br />Sheriff's Department is not recommending the installation of stop signs at <br />the LaBore Road /Cherry Hill Lane intersection. The Administrator also <br />reported that the City Engineer has indicated that stop signs are not <br />warranted at this intersection based upon engineering standards. <br />2013 DEER <br />CONTROL <br />Based on the concern expressed by the neighborhood, the consensus of the <br />Council is that a traffic engineer should be hired to make a <br />recommendation on this issue. <br />The consensus of the Council was to proceed with deer control hunts by <br />Metro Bowhunters Resource Base as has been done the last few years. <br />6 <br />
