MINUTES <br />PLANNING COMMISSION <br />April 5, 1990 <br />Costa asked if Mr. Howe was going to purchase the <br />property for less. <br />Mr. Greiman replied that the price was less. <br />Costa was concerned about this fact. <br />Bendel stated that in this instance he agrees with Mr. <br />Costa's position on TIF. Bendel did not feel the <br />proposal would meet the "but for" test pointing out <br />that the City already had a viable project for the <br />property and to now suggest that TIF makes sense <br />because the project proposed is a nicer project is not <br />in the spirit of TIF. <br />The Administrator suggested that the City take the <br />approach that TIF assistance could be offered to EMC in <br />an amount that would be the difference between the <br />amount of taxes the Howe project would generate for the <br />City and the amount of taxes the EMC project would <br />generate. The "but for" test would be met, and the <br />City would end up with a project that would make a <br />higher use of the property and in the long -run will <br />generate more tax dollars to the City. <br />Bendel commented that he thought the property in <br />question was one of the nicest residential building <br />sites in the Twin City area. <br />Esterbrooks reported that when he first found out about <br />the property, he thought about developing the site for <br />single - family. However, two concerns were the existing <br />development to the south as well as the noise factors. <br />Esterbrooks did not believe that the decible rating at <br />the site would meet VA and FHA standards. Esterbrooks <br />reported that Gordie Howe himself has questions about <br />the site working for single - family development. <br />Esterbrooks stated that from his experience he did not <br />believe that the property was a single - family site. <br />Bendel stated that as a taxpayer, he could not <br />disregard the previous presentation of the site as <br />single - family. Bendel pointed out that nothing has <br />changed since that time. <br />Esterbrooks pointed out that the City's comprehensive <br />plan indicated that the site was a good commercial or <br />industrial site. <br />The City Planner indicated that the Comprehensive Plan <br />Page 10 <br />
